\n뱅크오브아메리카에 의하면 미국이 디지털 달러에 관한 연구를 계속 진행하고 있지만 실제로 가까운 시일 안에 출시할 가능성은 희박하다.<\/p>

월요일에 공개된 보고서에서 알케시 샤(Alkesh Shah)가 이끈 분석가 팀은 전 세계 국가의 중앙 은행 중 67%가 중앙은행 발행 디지털 화폐(CBDC)를 실험하고 있으며 이는 세계 GDP의 98%를 대변한다. 이 중에서 33%는 이미 개발 단계에 착수했다.<\/p>

분석가들은 “미 연준이 CBDC를 계속해서 실험하고 있지만 본격적으로 실행하고 있지는 않으며, 행정부와 의회의 지지 없이는 발행하지 않을 것”이라고 설명했다.<\/p>

CBDC는 국가의 중앙은행이 중앙화된 장부를 사용해 직접 발행하는 디지털 통화로, 기존의 법정 통화의 토큰화 버전으로 운영된다.<\/p>

CBDC에 관한 미 정치권의 입장은 양극으로 나뉘었다. 민주당은 미국 달러의 우월성을 강화할 수 있다며 비호했고 행정부와 상원 공화당 의원들은 적대적 태도를 고수하며 “감시 정부”의 도구라고 비판했다.<\/p>

현재까지 CBDC를 향한 연준의 입장은 비교적 중립적이었다. 부의장 마이클 바(Michael Barr)는 지난 달에 중앙은행이 국가 기반 디지털 달러의 인프라를 구축할 최고의 방안에 관해 전문가들과 논의중이라고 밝혔으며 발행 여부에 관해서는 논의하지 않았다고 했다.\n<\/p>

CBDC의 장단점<\/strong><\/h2>

<\/span><\/p>

\n뱅크오브아메리카는 CBDC의 이점과 약점이 설계와 발행 구조에 따라 결정된다고 주장했다. 잠재적 장점으로는 효율적 국경 간 거래 및 국내 결제, 금융적 포용성, 통화 정책 효과 증대 등을 들었다.<\/p>

그러나 이어서 “은행 예금과의 경쟁을 유발하고, 뱅크런이 빈번해지고, 통화적 통제권이 약화되며 국가 간 갈등이 고조될 수 있다”라고 단점을 설명했다.<\/p>

뱅크오브아메리카는 CBDC가 “국제 금융 시스템을 혁신할” 잠재력을 가졌다고 믿으면서 중앙 은행이 “사기업 및 수혜자들과 협업해 CBDC 도입의 모든 단계에서 성공”하여 가상화폐 혁신을 주도하리라 기대한다고 적었다.<\/p>

여러 차례의 설문 조사 결과에 따르면 서방 국가의 국민과 투자자 사이 CBDC에 관한 회의감이 크다. 웰스로켓(WealthRocket)이 6월에 수행한 조사에 의하면 1,500명의 캐나다 국적 응답자 중에서 39%가 CBDC로 인해 금융 주도권을 잃을 가능성을 우려한다고 답했다.<\/p>

CFA 협회(CFA Institute)가 7월에 발표한 설문조사에서는 미국 투자 전문가의 31%만이 CBDC를 지지한다고 답했으며 중국의 70%와 대비된다. 반대하는 사람 중 50%는 보안을 최대 걱정거리로 꼽았으며 40%는 기술이 사용 사례를 갖지 못한다고 생각했다.<\/p>
