俄罗斯立法者正在逐步接近使加密货币挖矿合法化 — 并可能最早在下个月开始允许工业挖矿者 (industrial miners) 可以成为真正的“企业家”来经营。<\/strong><\/p>

俄罗斯国家立法机关杜马的金融市场委员会主席 Anatoly Aksakov 上个月声称，该议会将在 “12 月” 宣读一项法案。<\/strong><\/p>

国会议员们此前曾否决过类似的法律草案。但新的法律草案似乎非常不同。虽然之前的法案是由一小群反对派议员所起草的，但该法案似乎得到了大多数主要政府部会的支持 — 包括对加密货币持怀疑态度的俄罗斯中央银行。<\/strong><\/p>

该银行一再呼吁禁止在俄罗斯境内使用加密货币，但似乎确信应该允许挖矿者在该国开展业务。该银行已经接受，但前提是挖矿者不要将他们的代币“带入”俄罗斯的经济。<\/strong><\/p>

俄罗斯寻求让加密货币挖矿合法化的障碍还有哪些？<\/strong><\/h2><\/span>

IXBT 援引 Aksakov 的话说，该法案已于 11 月中旬成功提交给议会，并且已经通过了委员会阶段。下一步将是正式投票，然后是二读。如果这些投票可以在接下来的两周内进行，那么总统办公室将有足够的时间签署法律并在官方政府公报上公布。<\/strong><\/p>

如果没有最后关头的障碍，这意味着该法律甚至可以在 2023 年 1 月 1 日生效。<\/strong><\/p>

Aksakov 承认该法案已经被政府机构和监管机构“编辑”过。但他补充说，委员会 — 包括他自己的委员会 — 现在已“同意”了这项法律。<\/strong><\/p>
