公布针对虚拟资产交易平台和虚拟资产服务提供商的新发牌制度已实施1年，根据香港证监会的过渡安排，未获得“虚拟资产服务提供商” (VASP)牌照的机构被要求于2024年5月31日前结束其在香港的业务，而一些在全球顶尖的交易所，例如OKX、Bybit以及Huobi等，最终也是以撒回申请收场<\/a>。<\/p>

海外交易所与持牌者竞争 盈利之路并不容易<\/h2>

作为“惟二”持牌的虚拟资产交易平台之一的HashKey，其业务的情况自然值得其他牌照申请者借镜。 HashKey Exchange CEO翁晓奇先生指，交易所作为最赚钱的商业模式之一，目前虽已作为香港最大持牌虚拟资产交易所，并是盈利情况，但这是计算香港的HashKey Exchange<\/a>以及面向国际的HashKey Global综合的成果。从他的言论不难看出持牌经营者面临不少困境，花费一笔开支获发牌照却难以盈利的情况，对其他申请者自然是一个“劝退”因素。<\/p>

除此之外，翁晓奇分享了另一个令“持牌”含金量下降的因素，便是香港市场仍是由“非持牌交易所”主导。他解释：“香港不是散户市场，参与炒币的可能只有十几万人，目前不少仍是使用海外的交易所，未来这些未持牌的交易所将被清算，而这个清算力度是否足够，视乎港府的魄力。”\n<\/p>

富途看好STO赛道<\/h2>

\n富途目前仍在努力希望获得香港牌照的公司之一，进军Web3及区块链是一个新的起点，作为金融相关的企业，富途集团董事总经理、财富管理&Web3业务负责人曾煜超先生直言对于他们来说，数字资产也与金融相关产业一致，因此是需要监管的。曾煜超指希望有关牌照申请能尽快通过，皆因他们看到市场的潜力，尤其是证券型代币发行（STO）和现实世界资产（RWA），可以把市场更多潜在价值释放。\n<\/p>

人才成抢手资源<\/h2>

\n香港科技大学副校长汪扬教授近年积极培育Web3人才，直言很多年轻人学习成绩可能不起眼，GPA（成绩平均绩点）可能只有2.8左右的水平，但只要醉心在一个感兴趣的领域时，可以发挥的能量十分巨大。他认为港府吸引人才的计划集中在最顶尖的20％，可是数量上需求最多的中层人才却忽略了，而且看事情的维度上也可以更广阔，他不希望香港作为一个“跟班”的存在，在这个创新的领域，他相信香港可以做一个领导的角色。<\/p>

对于人才短缺的问题，翁晓奇直言深有体会，他分享指，在港府刚公布发牌制度时，28家申请者对金融机构持牌负责人员（Responsible Officer，简称RO）的需求非常高，自家的RO最快2个月便离职，据称是被同行以三倍薪酬挖角。目前Web3没有一个专科打造人才，都是年轻人自己感兴趣摸索，相信未来情况会改善。\n<\/p>

美国大选后中国“禁币”情况或改善<\/h2>

\n对于内地“谈币色变”的态度，汪扬教授认为美国大选后，若特朗普胜出，情况将大大不同，代币化资产将是防止美元霸权的方案之一，而且中国的“禁币政策”已令中国损失了巨大的经济效益，汪扬补充：“当中国禁止挖矿后，大量矿商去了美国发展，为美国带来近40亿美元的税收，中国大可以国企形式去发展矿业，便可防止一些他们害怕的走资、洗钱情况。”<\/p>
