\n许正宇写道：“场外交易场所在去年一些涉及一些未经许可的虚拟资产交易平台的欺诈案中发挥了一定作用，误导投资者将资金转向这些未经许可的平台。”“因此，我们认为有必要对场外交易场所进行监管，并将很快启动有关拟议监管框架的征求意见。”<\/p>

2023年6月，香港正式推出了其虚拟资产交易平台的加密许可框架<\/a>，允许持有许可的交易所提供零售交易服务。到目前为止，HashKey和OSL是根据这一制度获得许可的两个平台。<\/p>

政府为在许可制度生效之前已在香港<\/a>运营的虚拟资产服务提供商提供了一个过渡期，要求他们在2月29日之前提交许可申请。<\/p>

证券及期货事务监察委员会（SFC）将评估申请人是否满足监管要求，并在许可制度启动之前在香港有实质性业务。<\/p>

\n2023年12月，香港金融管理局（HKMA）与财政服务及财政事务局联合发布了一份咨询文件<\/a>，指出稳定币发行者“如果发行与香港一个或多个法定货币的价值相关的稳定币，需要从当局获得许可。”<\/p>

这两个月的咨询期计划于本月底结束。<\/p>
