美国证券交易委员会 (SEC) 主席 Gary Gensler 表示，加密货币交易所可能不符合合格托管人的预期要求。<\/strong><\/p>

Gensler 表示，随着有关这些公司如何运作的更多资讯浮出台面，交易所在法律意义上不能被视为托管人的这一事实已经变得更加地清晰。他还强调，即使交易所或加密货币交易平台可能将自己称为托管人，然而这一事实也不会因此改变。<\/strong><\/p>

“基于加密货币交易和借贷平台的一般运作方式，投资顾问今天不能依赖它们来作为合格的托管人，” Gensler 如此表示，接着又补充说：<\/strong><\/p>

“需要讲清楚的是：仅仅因为加密货币交易平台声称自己是合格的托管人并不意味着它就是合格的托管人。当这些平台破产时 — 这个我们已经多次看到 — 投资者的资产往往成为破产公司的财产，且让投资者在破产法庭上排队。”<\/strong><\/p><\/blockquote>
