صادق<\/u><\/a> البرلمان الإيطالي على مقترحٍ لفرض ضريبةٍ مقدارها 26% على أرباح تداول العملات الرقميّة الّتي تتجاوز قيمتها 2,000 يورو (أي ما يعادل 2,110$)، وعلاوةً على فرض ضريبةٍ كبيرةٍ على أرباح الكريبتو، ينصّ القانون الإيطاليّ الجديد على تقديم حوافز جديدةٍ لدافعي الضرائب ليبادروا إلى الكشف عن أرصدتهم من العملات الرقميّة،  كما ينصّ القانون الجديد على إعفاء مالكي العملات الرقميّة من دفع ضرائب أرباح السّنوات السّابقة غير المصرّح بها شريطة دفع “ضريبةٍ تعويضية” مقدارها 3.5% من الأرباح، فضلاً عن دفع 0.5% كغرامة عن كلّ سنةٍ إضافيّةٍ. <\/p>

أفادت<\/u><\/a> وكالة Rai News الإخباريّة بأنّ البرلمان الإيطالي قد أقرّ هذا القانون في 29 كانون الأول\/ديسمبر الماضي كجزءٍ من ميزانيّة عام 2023، ويتيح هذا القانون لدافعي الضرائب -كما كان متوقّعاً- خصم الخسارة المتأتّية من تداول الكريبتو إذا ما تجاوزت 2,000 يورو، كما يشتمل المقترح أيضاً على حافزٍ آخر يتمثّل في دفع ضريبةٍ نسبتها 14% إذا ما كشف دافعوا الضرائب عن ممتلكاتهم من العملات الرقميّة اعتباراً من الأوّل من كانون الثاني\/يناير.<\/p>

وتعدّ ميزانيّة إيطاليا لعام 2023 -والّتي تشتمل على ضريبة الأرباح المتأتية من تداول الكريبتو- أوّل ميزانيّةٍ لرئيسة الوزراء الجديدة جورجيا ميلوني (Giorgia Meloni) الّتي وعدت الإيطاليّين بتخفيضاتٍ ضريبيّةٍ كبيرةٍ خلال حملتها الانتخابيّة. <\/p>

ويأتي هذا القانون الجديد بعد موافقة الاتحاد الأوروبي على قانون أسواق الأصول الرقميّة المعروف اختصاراُ “MiCA”<\/u><\/a>. ويحدّد هذا القانون إطاراً قانونيّاً لتداول العملات الرقميّة يتمّ تطبيقه في كافّة بلدان الاتحاد الأوروبي، ومن المتوقّع أن يصبح ساري المفعول عام 2024. <\/p>

البرتغال لم تعد ملاذاً آمناً للعملات الرقميّة<\/h2><\/span>

أعدّت البرتغال مقترحاً لفرض ضريبةٍ على أرباح العملات الرقميّة<\/u><\/a> مؤخّراً، بعد أن وجد فيها متداولو هذه العملات لعدّة سنواتٍ ملاذاً يحميهم من دفع الضرائب، وينصّ المقترح على فرض ضريبةٍ مقدارها 28% على الأرباح المتأتية من تداول العملات الرقميّة المتملّكة لفترةٍ لا تتجاوز العام الواحد، وهذه النسبة أعلى من نسبة الضريبة الإيطاليّة، ومع ذلك، ما تزال البرتغال واحدةً من أكثر البلدان الأوروبيّة تسامحاً تجاه العملات الرقميّة نظراً لأنّ الضريبة مفروضةٌ على العملات الرقميّة المتملّكة لأقلّ من عامٍ واحدٍ. <\/p>

لم تفرض البرتغال من قبل أيّ ضرائب على أرباح العملات الرقميّة، ممّا جعلها مقصداً لمالكي العملات الرقميّة حديثي الثراء ممّن يبحثون عن بلدٍ جديدٍ لهم يحصّنهم من دفع الضرائب، ومن جهةٍ أخرى، أفاد محامو الضرائب في إسبانيا<\/u><\/a> بإقدام الإسبان ممّن يملكون العملات الرقميّة على “الفرار” إلى البرتغال هرباً من الضرائب المفروضة على أرباح هذه العملات في بلدهم،  وحذّر المحامون من تحوّل إسبانيا إلى “صحراء كريبتو” في القريب العاجل، وذلك نظراً لتزايد التشريعات النّاظمة لقطاع الكريبتو.<\/p>

على الجانب المقابل، يرى المشرّعون البرتغاليّون أنّ قانون ضريبة أرباح الكريبتو الجديد ضروريٌّ للتماشي مع التشريعات الخاصّة بالكريبتو السّارية في باقي البلدان الأوروبيّة مثل ألمانيا الّتي لا تفرض على المستثمرين دفع ضرائب على العملات الرقميّة المتملّكة لما يزيد على عامٍ واحدٍ؛ ولم تعلن بلدانٌ أوروبيّةٌ أخرى عن سنّ قوانين ضريبيّةٍ جديدةٍ ذات صلةٍ بالعملات الرقميّة لعام 2023 حتّى الآن. <\/p>","protected":false},"excerpt":{"rendered":"
